It appears to be a seed pod of some description with floral carvings on the two outside halves and small carvings on the inside. One side features a Tiger above a pagoda with 9 figures dressed in robes. The other side has a pagoda with a dragon being ridden by a man(Buddha?) above the pagoda, it also has 9 figures(Buddhas?).

Difficult to say without actually examining such an item, but bot the japanese and Chinese are noted for carvings using all sorts of mediums from jade to antler.

Could it be a 'GAU', portable/personal shrine? As it appears to have 9 buddhists monks on each side, and what would be the relevance of a tiger on one side and a dragon on the other?
