Meriden B Company Tray

My grandfather found this silver tray in his attic, wedged up in the rafters of his old house when he was younger, from what we can gather, it was a piece that was stolen a long time ago and forgotten about. It has "JFM" engraved into the center of the tray, and has the Meriden B Company logo, 249, and 16 on the back (I can't make out the rest of what is on there).

I'm really, REALLY curious not only as to how much this piece is worth, but also if anyone possibly knows the history behind this piece. My grandfather was in the military, and so moved around some, but I believe it was found either in Oregon, or in Kansas.

I have a Metal Cup and on the bottom is Meriden B Company with the #'s 1514 & 1/2 at a angle and on the side of the cup is Bears on some type of pedastal's. Could you tell me about this cup and an approx. value. And a date it might have been made.
