The base of the neck has a large golden eagle with wings spread out and a banner under neath the wing tips and feet that are red and blue and says 1776 to 1976 on each green end banner. underneath the seat has
an M marking and stamp that says:

From your description it sounds like a Bicentennial piece, made for the 200th anniversary of the Declaration of Independence. Post up an image and I'll give you an evaluation for it.
