I have one of those same lamps.I was googling @ the vision to see who they were and came across this,I paid $15.00 for my lamp at a yard sale.
My neighbor also found one on Sunday, May 19 at a Milwaukee, WI Goodwill store in excellent condition. His had a #4 on it. It was a Thos Kane & Co. His quote said: The Faultless never give up.
It's a very nice looking decorative item but I am almost certain it is modern unless you have history to suggest otherwise. My tablet is not allowing me to copy the links but I found two identical/extremely similar tables that have sold at auction, they are both made by "marina" and you should be able to find them via a Google images search for mermaid table "marina".
One was estimated at $300-$600 and went for $650
The other was estimated at $300-$500 and sold for $300
Many similar tables are still available for purchase brand new at $1000-$1500 from retailers, some less.

Yes it could be for sale..
It actually does scratch therefore i believe it is soapstone. I am still unsure of what the item actually is
