Based on your images, your Epergne dates from the last quarter of the 19th Century and is most likely English. There were a great number of English glassmakers producing ruffled glass like this during the mid to late Victorian era. The better pieces would have had Sterling silver mounts and pedestal, unmarked examples tended to be silver plated, bronze or brass. From the images this one looks like silverplate.
Values for Victorian Epergne's peaked in the late 1980's and have been in decline since that time, in the current market a comparable one to this would retail for about $500.00.
