Based on what we can see this cabinet is unlikely to predate the Victorian era and could have been made right into the 1920's. The style of it does not match anything made during the period matching the carved date. A lot of cabinets like this tend to date from the 1880's-1900 and are a mix of earlier period styles such as Gothic and Baroque, tending to be English in origin. Without a label or provenance though it's almost impossible to determine a maker.
