"TURNAROUND", 1972 BY EDWARD J. ELHOFF (1929-1988). Very interesting painting with a lot of depth and detail. The frame is very simple with no glass. The material could be masonite. I was unable to located any numbers that would indicate a numbered print.
"TURNAROUND" appears to be a painting of "Old Ironsides" the USS Constitution on her annual "Turnaround Cruise" in the Boston Harbor. See Wikipedia for interesting article about the USS Constitution:

Family was personal friends of Burne Hogarth and painting was given as a gift

This etching is unique as it has a quote from Hogarth on bottom "how can an unpredictable act of nature be prophesied in a ritual game of chance?" The etching is located in San Diego, anyone interested can pick up or would be happy to mail.

was passed down from Grandmother. Owned in the family for atleast 50 years. The origin of the painting is not known

The picture itself depicts a vase of Peonie flowers in a vase sitting on a cloth (table) with a small terrarium accompanying them. The Peonies colors rang from white, light pink, dark pink, purple, and light blue. Beside the vase, there is a light pink Peonie lying upon the table. The picture is detailed with shading, and lighting techniques. The style of the painting is sophisticated. The name of the artist is unknown, and is believed to be covered by the frame of the painting.
