I think it is a tea infuser. It has a wooden handle on the side, a hinged lid and a single chamber with a strainer inside the chamber to strain what goes through the spout.
The bottom has the stamp of the FB rogers Silver Co and also has the number 2357 stamped on it.

Theres a thick patina on it that makes the engraving look like inlaid pearl from a distance.I have looked all over and can't find anything by Rodgers quite like it and can't find this pattern number 1225 either.I'd like to know how old it is,what exactly is it and a approximate value.I thought it might be a sugar bowl but i think its to big and it has a small neck to it.Thank you for your help.
