Painting like this are Decorator pieces that one finds at "Art on the Fence" or "Starving Artists" sales. The artist paints hundreds of renditions of the same image and sells them to a wholesaler who markets them cross country. Values are very modest, and as you've found they tend to be available in thrift stores for under $50.00.
